Judicial Review of Administrative Action in Canada was initially published in 1998 in two loose-leaf volumes. Its co-authors, Donald J. M. Brown, Q.C. and Professor John M. Evans (as he then was), were both widely regarded as experts in the field of Administrative Law. Shortly after its publication, Brown & Evans came to be regarded as one of Canada’s leading texts in the field. Mr. Justice Robert Sharpe, now of the Ontario Court of Appeal (and distinguished scholar and former Dean of the University of Toronto Law School), in a judgment (Payne v. Ontario Human Rights Commission), referred to Brown & Evans as “…The leading Canadian text on administrative law, …”
Brown & Evans is widely used throughout Canada and is in academic and court libraries throughout the common law world. The year after its publication, Professor Evans was appointed to the Trial Division of the Federal Court and shortly thereafter to the Federal Court of Appeal. The Federal Court is the Canadian court most steeped in Administrative Law.

In January of 1999, one year after the publication of Judicial Review of Administrative Action in Canada, D. J. M. Brown, Q.C. and Mr. Justice Evans were awarded The Mundell Medal for the production of this distinguished work. The Mundell Medal is a highly sought after prize, awarded only to the most distinguished of Canada’s legal scholars. It is awarded for a “distinguished contribution to letters and law”.
